LAYOFFS: via an MDH press release, VERBATIM: “The Minnesota Department of Health (MDH) sent layoff and separation notices to 170 employees whose positions were funded by recently terminated federal grants. Additionally, ‘at risk’ notices will be going to MDH staff at risk for layoffs due to seniority rules around layoffs. An estimated 300 notices are going to MDH employees today, [and] nearly 20 employees slated to start with the department in the last week have had their offers rescinded. … More than $220 million in previously approved federal funding [was cut]. These layoffs [impact] the state’s response to measles and H5N1, wastewater surveillance, the state’s public health laboratory, and community clinics and vaccination efforts.” READ: https://fluence-media.co/43uXVDH
MORE: via Star Tribune, VERBATIM: “Dr. Brooke Cunningham, state health commissioner, [said] she is still assessing which public health programs in Minnesota’s Department of Health will be trimmed and which might need to be eliminated altogether. The department also is shelving investments to modernize its public health investigations, she said, such as artificial intelligence systems that can rapidly examine medical records and charts to identify emerging disease outbreaks.” READ: https://fluence-media.co/3FKQrm3
RESPONSE: via Office of the Atty. General, VERBATIM: “Minnesota Attorney General Keith Ellison today co-led a coalition of 23 states and the District of Columbia in filing a lawsuit against the U.S. Department of Health and Human Services Secretary Robert F. Kennedy, Jr. for abruptly and illegally terminating $11 billion in critical public health grants to the states, including more than $250 million to Minnesota. … In Minnesota, the terminations will significantly damage important programs of the Minnesota Department for Health. … Ellison and the coalition are seeking a temporary restraining order to invalidate Secretary Kennedy’s and HHS’ mass grant terminations in the suing states, arguing that the actions violate the Administrative Procedure Act.” READ: https://fluence-media.co/4iRukZZ LAWSUIT: https://fluence-media.co/4leI4j2
TARIFFS: Via Washington Post, Pres. Donald Trump plans to announce a large wave of “reciprocal tariffs” on imported goods this afternoon in an event he is calling “Liberation Day.” Although White House advisers have said several options are on the table, the Washington Post reported that Trump’s aides drafted a proposal imposing 20% tariffs on most imports. Details about what countries and goods are exempt from the tariff plans are currently unknown, but WCCO-TV interviewed University of Minnesota economist Tim Kehoe to discuss the impact of previous tariffs in the U.S. and how the president’s plans could affect Minnesota. MORE: via New York Times, VERBATIM: “Chris Bergen, who runs a commercial greenhouse business in northern Minnesota, finds himself ‘walking a tightrope’ roughly two months into President Donald Trump’s second term. Acute uncertainty about how the administration’s trade and immigration policies will unfold and affect the economy has made him much more cautious about any expansion plans. … That caution is one of the biggest concerns for the Federal Reserve, [which] is trying to get a better read on the economy as it debates when — or if — it can again lower interest rates with inflation still too high for its liking. … Local outreach has taken on new significance as the range of possible outcomes has widened drastically. ‘We always get conflicting signals from the economy, and these help us sort out signal from noise,’ Neel Kashkari, president of the Minneapolis Fed, said of his conversations with businesses.” READ: https://fluence-media.co/4leFBVO

Kelly Morrison press release, VERBATIM: “Today, dozens of Democratic lawmakers are calling on the Trump-Vance Administration to exempt essential child care products from President Donald Trump’s [tariffs]. … In a new letter to Commerce Secretary Howard Lutnick, U.S. Representatives Kelly Morrison (MN-03), Sarah McBride (DE-AL), and Rashida Tlaib (MI-12) are leading their colleagues in expressing serious concern about the impact of the Trump Administration’s trade policy on American families with babies and toddlers.” LETTER: https://fluence-media.co/4jejVY7
TITLE X: via KARE 11, VERBATIM: “Planned Parenthood says the Trump Administration is threatening to temporarily withhold its Minnesota Title X funds because of alleged violations related to the president's executive orders on DEI and immigration. A spokesperson for Planned Parenthood North Central States said in a press release that the organization received communication from the Health and Human Services' Office of Population Affairs on Monday informing them of the freeze. … According to the organization, Title X funds cover birth control, cancer screenings, wellness exams and STI testing and treatment.” READ/WATCH: https://fluence-media.co/4leDhhp
RESPONSE: via a Sen. Tina Smith statement, SMITH: “Long before I was in the United States Senate, I worked at Planned Parenthood. I saw what Title X meant for the women who depended on these clinics for comprehensive reproductive health care. It provided them with access to essential health care services and gave them the capacity to make their own decisions about their care. It helped them live their lives. By withholding Title X funding for Planned Parenthood, including the affiliate serving Minnesota, the Trump Administration is making it nearly impossible for women to access basic health care. Cancers will go undetected, infections will be left untreated for longer, and many women will lose birth control.”

BUDGET: via MPR News, VERBATIM: “Facing a hazy economic outlook, Minnesota legislative leaders are turning to budget cuts to stave off potential shortfalls down the road. … Lawmakers will begin filling in the details in coming weeks while legislative leaders and the governor meet to negotiate a global deal that brings all the sides onto the same page. Once they have those totals, they can start recalibrating budget bills and try to get them to Walz by May 19. … But things could change — and require another look — if Congress makes significant changes to the money that comes to Minnesota. Senate Majority Leader Erin Murphy [said] a special legislative session is not out of the question.” MURPHY: “We may have to come back in the summer or the fall, depending on what the [U.S.] Congress does.” READ: https://fluence-media.co/3FKP1bd

The governor is seeking around $2.7 billion in cuts. All their plans rely largely on controlling costs at the Minnesota Department of Human Services. … In 2021, 2019, 2017 and 2015, divided Minnesota Legislatures reconvened for special sessions to finish up the budget after running out of time during the regular session.” READ: https://fluence-media.co/4clqnue

SCHOOL MEALS: via KSTP, VERBATIM: “Rep. Andrew Myers, R-Tonka Bay, [introduced] a bill to have some families pay for their kids’ school lunches. Under his bill, all breakfast meals would still be paid for by the state, but families earning more than $150,000 per year would pay for school lunches. … Under his bill, the estimated $85 million in annual savings would be reallocated to other education finance needs. … Democrats oppose the bill as the first step toward bigger rollbacks. ‘I don’t think this is a place we should make any cuts,’ said Rep. Lucy Rehm, DFL-Chanhassen. … No vote was taken on the bill Tuesday, but it will be considered to be included in the education finance bill later in the session.” READ/WATCH: https://fluence-media.co/43TYEi7
FREE COLLEGE: via FOX 9, VERBATIM: “The North Star Promise made college without debt a reality this year for almost 17,000 Minnesota kids from low-income families, but it costs taxpayers about $50 million per year. House Republicans want to cut that spending by only giving it to students staying in-state and pursuing one of the top 20 [most in-demand] careers…although they haven't been able to define what those are.” The bill was laid over for possible omnibus inclusion. DATA CENTERS: via Star Tribune, VERBATIM: “An influential DFL state legislator wants tougher laws on data centers to regulate their water use and require a 65% carbon-free energy supply as the first crop of projects moves into Minnesota. … The bill introduced by Rep. CONGRESS: via The Hill, VERBATIM: “House Republican leaders on Tuesday canceled votes for the rest of the week after a band of GOP lawmakers staged a rebellion on the floor, bringing legislative action to a screeching halt. House Majority Whip Tom Emmer (R-Minn.) informed lawmakers the next vote in the House would be Monday evening. The announcement came minutes after nine Republicans joined all Democrats in opposing a procedural rule that would have killed a bipartisan effort to allow proxy voting for new parents. … The thwarted rule means the House leaders cannot hold votes as planned on the No Rogue Rulings Act, which would limit the power of federal judges to impose nationwide injunctions.” READ: https://fluence-media.co/4lj6A2G
RESPONSE: via a Rep. Betty McCollum post, McCOLLUM: “Republicans in Congress have already given up their power to the executive, and now they're demanding the same from the judiciary. Matt Norris (DFL-Blaine) wants to end those sales entirely at any new pet store that opens in the state and sponsors HF2627 to do so. … Norris describes it as a compromise between protecting consumers and preventing animal cruelty while not shutting down businesses. ST LOUIS CTY: via Duluth News Tribune, VERBATIM: “St. Louis County officials are warning that cuts proposed by Gov. Tim Walz could have a disproportionate effect on local taxpayers due to the large percentage of land under state control in this part of Minnesota. At present, the state holds more than 36% of land in St. Louis County — totaling about 1.5 million acres preserved for natural resource purposes, including state parks, wildlife management areas and properties managed under a variety of trusts. With that much property removed from the local property tax base, Minnesota provides offsetting aid or ‘payment in lieu of taxes’ — what policy wonks commonly call ‘PILT’ for short. In the face of a projected state budget shortfall, Walz has proposed a 34% reduction in PILT payments statewide next year. For many jurisdictions, the reduction will mean a modest cut in funding. Not so for St. Louis County, however, which stands to become the biggest financial loser statewide if the proposed program cuts become reality.” READ: https://fluence-media.co/4iQ13Pf
