PLENTY OF NEWS
Twins, Wild and Wolves win.
Good to see those who stopped by the Fluence Advisory Spring Social. I also “fixed” the coffee maker that didn’t work Monday morning which makes this morning’s coffee taste better.
So many angles on the news today…bathhouses, wealth taxes and Chief O’Hara not having the votes for confirmation. The year is shaping up to be as we thought – but even we didn’t have the pro-public health crowd returning bathhouses to Minneapolis.
Curious to see the media lobbying yesterday at the Capitol for relief…including Star Tribune publisher Steve Grove.

MURPHY on WALZ: via Rochester Post Bulletin, VERBATIM: “Senate Majority Leader Erin Murphy says Gov. Tim Walz could have been more aggressive in using his executive authority to stop or reduce fraud in state social service programs. … Murphy was asked whether Walz could have used his authority to stop or contain fraud earlier than he did. Murphy said, ‘Yes.’” MURPHY: “He has said himself that he is going to use this last term to tackle the issue, because he understands he has responsibility there. And I really appreciate that. … We all have a hand in fixing this. But I think, to your question, the Walz Administration could have been more decisive.” READ: https://fluence-media.co/4mj7Ljh
TENSION: via MPR, VERBATIM: “To audible moans, DFL Rep. Erin Koegel called out colleagues for ‘harassing’ comments and ‘jeers’ toward her colleagues while urging them to be nicer to one another. Throughout a tense floor session featuring several hot-button topics that same day, Republican Rep. Pam Altendorf accused Democrats of ‘deceptive’ moves. … It’s become a rhythm — a tense one — during the first part of the legislative session. … [From] Senate Majority Leader Erin Murphy [to] House Speaker Lisa Demuth, [there’s] agreement that this session feels different.” READ: https://fluence-media.co/4mmfe1g
MURPHY: “I think that we have been through way more than we are able to manage in the last nine or 10 months, and it is spilling in in many ways to our work. … People are reacting with short tempers in places where we wouldn’t necessarily do that.”
DEMUTH: “The tension you usually feel those last couple weeks has been evident since the first week, and I think it’s because of everything that our state has been through. … I think we’re getting stuck in kind of a spin, or a crazy cycle.”
MPD: via KSTP, VERBATIM: “Sources have told 5 EYEWITNESS NEWS that Minneapolis Police Chief Brian O’Hara does not have enough city council support right now to be approved as top cop. A source close to the process said if the city council voted on Chief O’Hara now, his appointment would fail…That source said Mayor Jacob Frey has not yet forwarded O’Hara’s name for official confirmation because the votes are not there. Last week, the city told 5 EYEWITNESS NEWS the mayor can hold a nomination for up to 210 days, taking the process into August…The source said the mayor’s team is also working behind the scenes to try to build more support. Tuesday’s average diesel price in the Twin Cities metro is at $5.13/gallon, and Patrick De Hann, a petroleum analyst with GasBuddy, predicts diesel will be above $5/gallon in every U.S. state soon. … De Hann warned of ‘hefty, hefty increases’ to wholesale diesel and gasoline prices coming for the nation’s interior states in the days ahead.” READ: https://fluence-media.co/4vgne7Z

BILLS
WEALTH TAX: via House Session Daily, VERBATIM: “Both the federal and state governments have gone through periods during which tax rates rose for those with the highest incomes. But Rep. Aisha Gomez (DFL-Mpls) believes that measurements of ‘wealth’ have changed enough that the state should take a different approach. So the ‘wealth tax’ she proposes in HF4616 moves beyond taxing according to income level and establishes a 1% tax on all ‘taxable wealth’ over $10 million. … ‘Taxable wealth’ would be the sum of a taxpayer’s real or personal, tangible or intangible property based in Minnesota, minus the sum of all debts and financial obligations. … The House Taxes Committee laid it over Tuesday for possible omnibus bill inclusion.” READ: https://fluence-media.co/4sgye2j
MPLSTAXES: via FOX 9, VERBATIM: “A new report is suggesting new ways for the City of Minneapolis to boost tax revenue, including imposing new taxes, like a city income tax. … The report shows Minneapolis’ per capita tax revenue is lower than comparable cities. At a meeting on Wednesday, the Minneapolis Board of Estimate and Taxation will receive a report on how to increase its revenue, which includes suggestions for new taxes… It also suggests ideas like a city-level income tax along with congestion pricing, a controversial tax that was imposed in New York City in 2025…While heavily criticized, a recent review by Cornell found the toll led to a drop in traffic, crashes and pollution. ” READ/WATCH: https://fluence-media.co/41fP7zj
(NOTE: Minneapolis doesn’t have a congestion problem – in fact taxing people for coming downtown would be one of the most clueless concepts ever.)
CHILD CREDIT: via FOX 9, VERBATIM: “Minnesotans claiming a child tax credit first instituted in 2023 for low-income families could receive even more in 2026 if a new bill is approved. … A new proposal being considered among Minnesota lawmakers would raise the credit from $1,750 to $2,000.” READ/WATCH: https://fluence-media.co/4tx1nY7
340B: via MinnPost, VERBATIM: “A bill to ensure that Minnesota hospitals can access an array of discount prescription drugs cleared the state Senate Tuesday with the support of every DFLer and eight Republicans. … But companion House legislation is floundering [despite] this bipartisan consensus. … [The bill] lifts the 2027 sunset on an existing statute that compels drug makers to offer discounts at every pharmacy associated with 340-B hospitals. And — unlike the current law — it gives the state attorney general enforcement power to see that drug companies comply.” READ: https://fluence-media.co/41jKCUs

LGBTQ: via House Session Daily, VERBATIM: “In light of the U.S. Department of Justice’s March 30 lawsuit over transgender athlete policies in Minnesota, Republicans unsuccessfully attempted to push a bill forward on the House Floor Tuesday bringing those policies in line with federal standards. … Rep. Krista Knudsen (R-Lake Shore) sponsors HF2685, which would require school-sponsored interscholastic, intramural, or club athletic teams to be based on sex at birth. … The House failed to suspend the rules on a 67-66 party-line vote.” READ: https://fluence-media.co/4t0SWVh
MEDIA: Sen. Heather Gustafson and Rep. Wayne Johnson rallied with Minnesota media figures at the Capitol yesterday to advocate for legislation to invest public money in local news sources. CLEAN | RELIABLE | AFFORDABLE: via Xcel Energy, VERBATIM: “We’re powering the Upper Midwest with clean, reliable, and affordable nuclear energy. For more than 50 years, our Prairie Island Nuclear Plant, located near Red Wing, MN, has been a workhorse of reliable, carbon-free energy. With two pressurized water reactors producing about 1,100 megawatts, Prairie Island generates enough electricity to power 1.5 million homes across the Upper Midwest. Unlike sources that depend on weather, nuclear energy delivers 24/7 reliability — providing the power we need today while protecting the environment for tomorrow.” LEARN MORE: https://fluence-media.co/4oCHdK9 (SPONSORED: Xcel Energy)

CAMPAIGN 2026
SENATE RACE: Lt. Gov. Peggy Flanagan announced that she is not accepting Rep. Angie Craig’s offer to hold debates before the DFL endorsing convention in the U.S. Senate race, but she “looks forward to debating Congresswoman Craig in the summer.” Flanagan argued that she is too busy meeting with voters to have time for “multiple pre-convention debates” and criticized Craig for “rarely” hosting events. TWEET: https://fluence-media.co/48nJsej
RESPONSE: via the Craig for Senate, VERBATIM: “I have to be direct with you: the statement your campaign put out yesterday was not a serious response to a serious question. Congresswoman Craig proposed multiple debates before the DFL convention because these are serious times and they call for serious leaders…If Lieutenant Governor Flanagan is confident in her record and her vision, a debate should be an opportunity. We are proposing two debates before the convention and one debate after. We are happy to discuss formats, moderators, and venues. What you sent was a non-answer dressed up as enthusiasm. Voters deserve better. I hope your campaign will reconsider. Minnesota Democrats are watching, and they will draw their own conclusions.”
NOTE: Fluence and our media partners will be announcing invites for debates to all major races in the coming days.
CD2: via Star Tribune, VERBATIM: “The three Democrats vying to replace Rep. Angie Craig in the Second District talked health care, impeaching President Donald Trump, Iran, whether they plan to stand by the looming party endorsement and more. … State Rep. Kaela Berg, former state senator and former Lakeville mayor Matt Little and state Sen. Matt Klein agreed work requirements should not be attached to Medicaid. … [But] they notably diverged [on] the party’s endorsement process. … Little said he plans to abide by the DFL endorsement. Berg was noncommittal. … Klein was the only candidate who said he’ll run to a primary if he loses the endorsement.” READ: https://fluence-media.co/4veGbaW
MORE: via MPR, VERBATIM: “The Democratic base wants its federal lawmakers to take an unflinching stand about seeking President Donald Trump’s impeachment and removal. … [MPR] asked Kaela Berg, Matt Klein and Matt Little whether they’d join in an impeachment push. All indicated they would.” READ: https://fluence-media.co/4vczwyd
CD8: via Duluth News Tribune, VERBATIM: “A Democratic candidate for Minnesota’s 8th Congressional District has dropped out of the race. … Cyle Cramer of Chisago City, Minnesota, said recent legal cases he participated in have ‘reaffirmed why I became a lawyer in the first place’ and that running a campaign is becoming increasingly difficult to balance with his career and family. … He has endorsed Trina Swanson, a Democrat from Hermantown and former U.S. Citizenship and Immigration Services official, in the race against Republican incumbent Rep. Pete Stauber.” READ: https://fluence-media.co/4chHSvT
KLOBUCHAR: via MPR, VERBATIM: “Minnesota Department of Agriculture Commissioner Thom Petersen [was asked] about the political buzz that he might be under consideration to run with Amy Klobuchar on her governor’s race ticket.” PETERSEN: “I always say it’s nice to be thought of, and I appreciate that people support what I do. But I enjoy being a commissioner of agriculture and it’s always what I’m focused on doing. … I hope to support and work with her in whatever role going forward.” READ: https://fluence-media.co/4vczwyd
REJECT 340B EXPANSION: A new Minnesota Department of Health report shows hospitals made at least $1 billion dollars from a federal drug discount program known as 340B. The program should help patients, but experts say there is little accountability for where the money goes. The report was delayed and only recently released, showing the program isn’t working as intended. But Minnesota politicians are fast tracking a bill to expand the 340B program anyway. The bill revokes welfare eligibility for non-citizens who send more than $1,000 back to their country annually.” READ: https://fluence-media.co/4sgHCmN
340B HOSPITAL MARKUPS HURT PATIENTS: Minnesota’s latest 340B report shows covered entities generated $1.34 billion IN PROFIT in 2024, including an estimated $261 million from Medicaid prescriptions. Independent research finds the program raises costs for patients, taxpayers, and employers statewide.
