Last night on the Senate floor, a tearful Sen. Tina Smith and Sen. Amy Klobuchar opposing the repeal of the federal mining ban championed by Rep. Pete Stauber. That adds a new facet to the politics of Northeastern Minnesota, something Klobuchar will have to be mindful of despite her daughter of a ranger talking points. The vote will be today, but the battle will last for months if not years.
Meanwhile, back in Minnesota “Rocks and Cows” - a meme about rural regions of the state that won’t die – so it’s natural for agates and meat raffles to be two the shiniest objects of the session. Between that and happy hour for seniors, the heavy lifting is about to start – the question is what will be the dynamics of the negotiations and how big will the lift be?
Last year there was a sense that Republicans in the House didn’t hold out for enough relief from trifecta passed laws. However, there was a calculation about a government shutdown, this year that doesn’t loom. That said, the election looms and the electorate is as volatile as ever. As the third deadline approaches the key issues on the table offer a multi-sided negotiation with a Governor who is lame, but will want to secure a few legacy wins.
The Tax bill is the biggest unknown, and the biggest opportunity. That is where HCMC relief will live, a priority of many bipartisan legislators. Speaker Lisa Demuth has much at stake for her hope for a party endorsement, and a campaign platform. Her dream scenario would be a tax break, and big fraud fixes. Either way she could have a win – if they happen, she negotiated for them, if they don’t the DFL blocked them.
The known tension between DFL Tax Chair’s Rep. Aisha Gomez and Sen. Ann Rest creates a showdown that will require leaders from Demuth, new DFL Leader Zach Stephenson, Sen. Maj. Leader Erin Murphy and Gov. Tim Walz to exert their positions in the coming weeks. As the new player at the table Stephenson will need to balance his own strong political instincts with keeping harmony in a caucus that is growing in dissent between DSA minded Reps. like Gomez and others.
Walz has rarely publicly called out the positions of the caucuses like other Governors – and could triangulate in negotiations – but he hasn’t done that in 7 sessions – so why would he start now?
From property taxes to health care to economic development there is enough for everyone to claim victory – but snatching a defeat of no tax bill is more the sentiment of those who watch the movie more closely.
