WHATTOWATCH: Reminder there is never “One Thing” that decides elections and 2024 will not be any different. There are several things to watch in Minnesota and nationally.
The DFL is favored in Minnesota. Until Republicans buck recent trends, it’s hard to believe Republicans can beat the DFL machine and resources.
The margin for Harris over Trump will be one indicator if under 4, Republicans have a chance to win back the Minnesota House. If over 5, it’s likely the “trifecta” continues.
Rural voter turnout – in 2016 and 2020, Trump turned out more voters in Greater Minnesota than other elections, Republicans need this to happen again to have a chance of winning the legislature.
Seven County margins – How tight is the Presidential race in the metro area? If Trump overperforms his 2020 numbers, the Minnesota House is more likely to be in play in the broader metro area.
Young voter turnout – the most unreliable voting block, will 18-25 year-olds vote in 2020 totals or 2016 totals.
Exurban women - less energized by abortion, will they match the massive male gender gap and move toward Harris?
MN GOVT: via MinnPost, VERBATIM: “Presidential elections always have trickle-down effects for states, but never has Minnesota seen a bigger potential change to state government than in this election. If Vice President Kamala Harris wins, Gov. Tim Walz will become vice president, and Minnesota will get a new governor, the current Lt. Gov. Peggy Flanagan. … Flanagan’s ascension would trigger the swearing in of Senate President Bobby Joe Champion as lieutenant governor and, depending on the timing of Walz’s resignation, trigger a special election for Champion’s [Senate] seat. Timing is crucial, because if the DFL wins a special state Senate election in District 45, the above described dominoes could leave the Senate tied, 33-33, until that special is concluded. Walz could possibly wait until after the Legislature convenes Jan. 14 to allow the Senate to organize with a DFL majority before Champion’s own resignation.” READ: https://fluence-media.co/40toVSz
SPECIALSESSION: If DFLers maintain the trifecta, and Gov. Tim Walz is the Vice President-elect there’s still a chance that there’s a special session before the end of the year, and before Walz resigns.
2025: Expect Minneapolis City Councilmember Emily Koski to announce she’s running for Mayor in the coming weeks. She has indicated in meetings that she is running, regardless of what she told the Star Tribune. Last week, Mayor Jacob Frey told Jason DeRusha he was planning on running again.
AD SPENDING: via KSTP, VERBATIM: “Television ad spending is down dramatically in Minnesota due to the lack of competitive congressional or statewide races. In 2018, $46 million was spent by outside special interest groups, mostly on television ads, but that number is less than $3 million this year — marking a more than 90% decrease. However, spending on direct mail campaign literature continues to soar, especially in the 15 or 20 competitive state legislative races. … Carleton College political analyst Steven Schier said [mailers] can have an impact.” SCHIER: “People often really don’t know much about local state legislative races. Therefore, any direct communication with a voter about that race can be significant…and that’s what these mailers are.” READ/WATCH: https://fluence-media.co/3C8k7Yw
BALLOTS: via Office of the Sec. of State, VERBATIM: “As of Monday, November 4, 2024, local election officials have accepted 1,174,224 ballots for the November 5 Election. Local election officials have distributed 1,367,266 absentee and mail ballots in Minnesota since voting began on September 20. … Nearly 151,000 ballots have not yet been returned. Minnesotans are encouraged to return their ballots in-person to their local election office as soon as possible to ensure their vote is counted.” READ: https://fluence-media.co/4ej8Cen
SECURITY: via MinnPost, VERBATIM: “Minnesota’s top election security official said Monday the state is aware of election disinformation campaigns, both foreign and domestic, but is not aware of any ‘specific, credible threats to Minnesota elections.’ Bill Ekblad, the election security navigator in the office of the secretary of state, said he [is working] closely with federal agencies. … Secretary of State Steve Simon said he was not aware of any plans to deploy National Guard units to be prepared to aid election security as has been done in Washington state, Nevada and Oregon. … He said ‘that’s always an option, but that’s really up to the governor.’ A spokesman for Gov. Tim Walz said there has been no activation order and that any deployment would be announced publicly if it should happen.” READ: https://fluence-media.co/40sr1C9
MORE: via Star Tribune, VERBATIM: “In the midst of heated rhetoric and high stakes, law enforcement at all levels of government in Minnesota are poised to keep the peace and monitor activities at polling places in Tuesday’s general election. … It’s now a crime in Minnesota for anyone who specifically targets any of the tens of thousands of election workers with intimidation, threats or harassment as they carry out their duties. … Two days before Election Day in Rochester, a 46-year-old man was arrested at a polling location after police say he showed up intoxicated and threatened to shoot people.” READ: https://fluence-media.co/3Yx9Ah3
WOMEN: via WCCO Radio, VERBATIM: “On this Election Day, the women's vote may have more power than in any other past election according to analysts. Hamline University political science professor David Schultz told [WCCO] women make up 53 to 54 percent of the electorate, and the reproductive rights issue remains paramount to them.” SCHULTZ: “We have far more women who identify with the Democratic Party than men. … If women, and especially women under the age of 30, come out to vote in the numbers that I think they might come out to vote, then [Kamala] Harris wins. If they don't come out, then [Donald] Trump wins. … There's lots of indications out there that this is a race that's really coming down to, what do female voters decide to do or not decide to do?” READ/LISTEN: https://fluence-media.co/4fcqs3Y
WALZ: via Bring Me The News, VERBATIM: “Minnesota DFL leaders and supporters gathered at Minneapolis-St. Paul International Airport on Monday to send off Governor Tim Walz on his final vice-presidential campaign trip before Tuesday's elections. Lt. Governor Peggy Flanagan, Sens. Amy Klobuchar and Tina Smith, Rep. Betty McCollum, Minnesota Attorney General Keith Ellison and St. Paul Mayor Melvin Carter were among those who met on the tarmac as Walz left on his campaign plane.” Walz was accompanied by his wife and daughter. 2A: via Fox 9, VERBATIM: “The DFL candidate for a state House race in northern Minnesota has accused his opponent of "race-baiting" and misogyny following a recent debate, according to a report… Reed Olson lodged the accusations against his Republican opponent Bidal Duran Jr. during a recent candidate forum in the Red Lake Nation… Duran claimed Olson supports an "ultra-progressive caucus" along with U.S. Rep. Ilhan Omar. It's not clear exactly which caucus Duran was referencing. Olson lists endorsements from the DFL Progressive Caucus and the Stonewall DFL caucus on his website — both of which have also endorsed Omar.” READ/WATCH:
COUNTING: via FOX 9, VERBATIM: “Minnesotans should have most election results by the morning after Election Day, according to Minnesota Secretary of State Steve Simon. Simon, who held a press conference on Monday to discuss election security, said some states could take days to finish counting ballots, but Minnesota counts ballots faster. It's all based on an [individual] state's laws. … In Minnesota, election officials are allowed to begin counting absentee and mail ballots as early as 18 days before Election Day. … Simon explained that's not the case in every other state. But just because some states take longer to report, Simon says that doesn't mean there's a problem.” READ: https://fluence-media.co/3Uxs27Z
TURNOUT: via KARE 11, VERBATIM: “At the Minnesota Secretary of State’s Office, the man in charge of carrying out a fair and accurate election says he has two wishes heading into Election Day. ‘If I could wave a magic wand in this room, I would wish for two things: high turnout and low drama,’ Minnesota Secretary of State Steve Simon says. … From 2016 to 2020, Minnesota ranked first in the nation for voter turnout, but in the last election, Minnesota placed second [to] Maine. … Simon is hoping to bring the title back to Minnesota.” READ/WATCH: https://fluence-media.co/4faxhmE
RULES: via MPR News, VERBATIM: “If you show up to the polls wearing a ‘Make America Great Again’ hat or a T-shirt bearing Vice President Kamala Harris’ likeness, you won’t be allowed within 100 feet of the premises. Minnesota, like many states, has laws prohibiting political clothing, buttons and signage at and near active voting locations. [Plus,] canvassers and campaigners cannot hand out fliers or candidate-related paraphernalia; they also cannot encourage or dissuade people to vote for or against a candidate or issue. … Voters are allowed to bring in notes, even on their phone, or a sample ballot as an aid.” READ: https://fluence-media.co/48CYls5
From yesterday’s lunch take:
KEY RACES: via Axios Twin Cities, VERBATIM: “Voters in communities ranging from Chisholm to Chanhassen will effectively determine if the DFL holds its trifecta or Minnesota returns to divided government next year. While all 134 state House seats are up for a vote this year, the majority will be decided in a dozen or so competitive districts scattered across the state. Some of these legislative races have come down to hundreds of votes or less in recent elections. Plus, a Senate special election in the west metro puts Democrats' one-seat majority in that chamber in play.” READ: https://fluence-media.co/3NXb7rK
SENATE RACE: via MPR News, VERBATIM: “Packed inside the AFL-CIO Labor Federation Building to escape the fall rain, a group of Democratic elected officials, union members and campaign volunteers didn’t let the sudden change of setting upend the reason they were all there. It marked the kickoff to a 22-stop bus tour that was, as U.S. Sen. Amy Klobuchar put it, ‘to stand up for your freedoms.’ … Minnesota Republicans are taking a different tack. While Klobuchar’s opponent, Royce White, held a Capitol rally on Saturday, the party itself had no roving candidate and party leader tour at the scale of what the DFL was doing. Instead, the GOP was relying on lower-key gatherings, phone banks and door knocking brigades in key places.” READ: https://fluence-media.co/4fPxxYf
RELIGIOUS LEFT: via Minnesota Reformer, VERBATIM: “Minnesota’s religious left — a coalition of Christians, Jews, Muslims and other people of faith — has gained power and influence at the ballot box and the Legislature in the past decade especially, becoming one of the most influential forces in state politics. The diverse groups making up Minnesota’s religious left have united behind a policy agenda based on shared values, whatever their theological differences: loving one another; caring for the poor and sick; being good stewards of the Earth; and building a fair and inclusive economy.” READ: https://fluence-media.co/4fbuSIi
NATIVE VOTE: via MPR News, VERBATIM: “The impact of Native voting was particularly noticeable in 2020 when Indigenous voters helped sway the presidential election in Arizona. And in Minnesota during the 2022 midterm elections, voter turnout increased 45 percent in precincts around the Red Lake Reservation. Jolene Jones, a citizen of the White Earth Band of Ojibwe, is the coordinator for Make Voting a Tradition. ‘I feel like I have seen a huge increase in Native voter turnout,’ Jones said. ‘And in the last year and a half, two years, we’ve started branching out to our reservations also.’” READ: https://fluence-media.co/48xWfJW

MAYORS: via Forum News Service, VERBATIM: “Vice President Kamala Harris’ Minnesota campaign this week announced that 30 Minnesota mayors — both current and former — have endorsed the Democratic nominee for president. Among the mayors endorsing Harris are St. Paul Mayor Melvin Carter [and] Minneapolis Mayor Jacob Frey. … While most of the endorsements come from blue suburbs surrounding the Twin Cities, Moorhead and Stillwater are among a few exceptions. … Janet Williams, mayor of Savage, also appeared on this list [as] one of the mayors of a red county in 2020. … The [Donald] Trump campaign declined to identify any Minnesota mayors endorsing the GOP nominee.” READ: https://fluence-media.co/4hwP7Sh
POLLS: Minnesota Reformer examines why state polls have had “radically different” results this year. VERBATIM: “Because random survey samples never precisely line up with the demographics of an entire population, pollsters have to weight the responses they get in order to get a representative dataset. … In short, modern polling involves a lot of putting thumbs on scales in the name of accuracy. Those decisions are driven by assumptions about demographics and voter behavior that may or may not be accurate. And different weighting decisions can conjure up dramatically different results from the same dataset…by [up to] 8 percentage points.” READ: https://fluence-media.co/4hxJzqK

LABOR: via Axios Twin Cities, VERBATIM: “Minneapolis City Council members on Monday released crucial details of a proposal that has put the city's business community on edge. … If created, the ‘labor standards board’ could become a powerful vehicle for driving new business regulations through Minneapolis City Hall. The board wouldn't enact new laws on its own. Still, supporters hope it would push the city to set higher standards for the safety, training and pay of low-wage workers. … The legislation, released for the first time Monday, [says] Minneapolis' labor standards board would have 15 members: five representatives each representing employers, employees and ‘community stakeholder’ groups. … A council committee will vote on the proposal on Wednesday afternoon. If it passes, it could come to a full council vote on Nov. 14.” READ: https://fluence-media.co/3UC8jEg

MAYOR: via Star Tribune, VERBATIM: “Mayor Jacob Frey says he plans to run for re-election next year. … Frey was [first] elected mayor in 2017, defeating incumbent Betsy Hodges, after representing Ward 3 on the Minneapolis City Council from 2014 to 2018. … Rev. DeWayne Davis, lead minister of Plymouth Congregational Church, announced plans to run for mayor on Oct. 17. Before his ordination in 2012, he worked as a congressional staffer. He co-chaired Frey’s Minneapolis Community Safety Work Group. … Minneapolis Council Member Emily Koski said Monday she’s ‘strongly considering’ running for mayor. She campaigned with Frey in 2021…and was considered one of his top allies on the council. But she broke ranks with Frey on [several major issues].” READ: https://fluence-media.co/3NUSODN
MPLS: via Bring Me The News, VERBATIM: “The historic Nicollet Avenue bridge will finally get a makeover thanks to a $34.3 million federal grant to the City of Minneapolis. The bridge over Minnehaha Creek was built in 1923 and most recently repaired in 1973. A project to repair it has been in development since 2022, and the U.S. Department of Transportation’s Federal Highway Administration has now gifted $34.3 million to the city to help fund it. … Plans will be finalized over the next several months, and construction will begin in 2026, with the bridge closing as a result.” READ: https://fluence-media.co/3UC5CCE
ST PAUL: via Pioneer Press, VERBATIM: “The St. Paul Board of Zoning Appeals recently voted to deny variances that would have allowed a developer to demolish three rental homes on Grand Avenue and replace them with a new five-story, multi-family apartment building. … Developer Ruben Benegas of Benegas Properties had requested two zoning variances from the city to erect a building up to 50 feet high, where only 40 feet is allowed, and to establish a different floor area ratio than what’s permitted under the code. In his application, the developer said he had modified the site plan at the request of city staff, creating a nine-foot setback from the back alley, and doing so cost him some living units that could be regained with the extra floor. The board [has] voted 4-1 against the variance requests.” READ: https://fluence-media.co/4edFzZv

UMN: via WCCO-TV, VERBATIM: “A 22-year-old University of Minnesota student had his guns seized after he allegedly posted pictures of himself with various weapons in his apartment near the Twin Cities campus. The Hennepin County Sheriff's Office says the student had been observed playing a ‘school shooting video game’ and had become ‘reclusive,’ missing much of the first semester of class. … A judge granted the sheriff's office request to seize the student's shotgun and rifle. The seizure resulted from Minnesota's new Extreme Risk Protection Order (ERPO) law — also known as a ‘red flag law’ — which went into effect this year. … The student has a hearing scheduled for Tuesday morning.” READ/WATCH: https://fluence-media.co/48BQoDy

SETTLEMENT: via Office of the Atty. General, VERBATIM: “Attorney General Keith Ellison joined a bipartisan coalition of 50 states and territories announcing two significant cooperation agreements and settlements with Heritage Pharmaceuticals and Apotex totaling $49.1 million. These agreements resolve allegations that both companies engaged in widespread, long-running conspiracies to artificially inflate and manipulate prices, reduce competition, and unreasonably restrain trade with regard to numerous generic prescription drugs. WINONA: via Winona Daily News, VERBATIM: “Not very often, if ever before, has Winona seen only one candidate listed on a ballot for a mayoral election, as is the case this year. ‘I don't ever recall a mayor race being uncontested,’ said George Borzyskowski, Winona city council member and vice mayor. Borzyskowski, who is in his seventh term, has followed city politics since the 1960s. Winona has seen numerous mayoral races since that decade, with seven new mayors since 1960. … This year's solo candidate is Winona's current mayor Scott Sherman, who now has an almost guaranteed path to a second term in office. In his first election for the seat in 2020, four people stepped up to battle it out for the title. Now, four years later, the race is less a battle than a coronation.” READ: https://fluence-media.co/3NUAQBb

FARM BILL: via Successful Farming, VERBATIM: “The lame-duck session of Congress offers a last chance to enact the new farm bill this year, but it would require compromise on a number of nettlesome policy disputes and an agreement among House and Senate leaders on how much to spend, said farm policy experts. The bill could also be sidetracked by overarching issues such as passing a government funding bill, they cautioned. Neither chamber has made much progress on the farm bill, now 14 months overdue.” READ: https://fluence-media.co/4fuT1sV

I’m like, ‘Why would you spend time on that?’ Coming at me on this issue thinking it’s an insult that we provide feminine hygiene projects in our schools.
