HEALTHCARE: via the Star Tribune, VERBATIM: “Minnesota’s new program to offer health care to undocumented residents is popular so far — the number of enrollees in the program since it started in January is triple what the state initially anticipated.
That’s why state Republicans say it needs to end…They argue the growth is unsustainable and will blow a massive hole in the state budget, while Democrats say they’re miscasting the numbers to grab hold of national GOP talking points against undocumented immigrants. MANN: “It is a political talking point to say we took health care away from undocumented immigrants,” said state Sen. Alice Mann, DFL-Edina, who sponsored the new program….Sen. Paul Utke, R-Park Rapids, said concerns about undocumented immigrants is the number one issue for residents in his district right now. UTKE” “I heard about it at every corner,” he said. “People are paying attention.”… Enrollment opened on Jan. 1 and Republicans and the state Department of Human Services said 17,396 individuals signed up for the program by the end of March. That’s three times higher than the initial 5,784 enrollees projected to sign up for the program by now, Republicans said.” READ: https://fluence-media.co/3YmA99w
TAKE: This program and the battle over it could be the linchpin of the end of the legislative session. The standoff illustrates a clear differentiator on a major spending issue in the budget currently and in the future. While DFLers point to growing expenses for older Minnesotan services needing to be curtailed, health care for undocumented residents creates a values dynamic for Republicans, and aligns with a core issue for their base. Fast forward to the potential for a state government shutdown, and if the forced choice between the two sides is nursing home funding or funding health care for undocumented residents, the stare down would create a very lively discussion across Minnesota. Another DFL position that may not make sense to most Minnesotans, and another illustration that priorities of the DFL base don’t align with the whole state, but rather vocal activists in the party.

QUOTE: “I’m proud to be endorsing Angie Craig for the U.S. Senate. I’ve seen Angie’s ability to work in areas that are tough for Democrats. Angie can bridge the gaps better than anyone. She works hard and finds a way to connect with people. My father worked hard and could go and meet folks where they were; from miners on the Iron Range, to southern Minnesota Farmers at Farm Fest to our twin cities – Minneapolis and Saint Paul – that same ability and tireless effort I see in Angie Craig.” VIDEO: https://fluence-media.co/4jAd9MU

WFH: via KARE 11, VERBATIM: “Minnesota state workers are just weeks away from a new policy requiring employees to be in-person in the office at least half the time, but now part of that order has seen a change. Initially, workers living more than 75 miles away from their primary work location were exempt from the policy. Now, it is 50 miles away. … In a telework FAQ revised this week, the Minnesota Management and Budget office said ‘employees should contact their state agency for further information on their assigned workspace’ as well as about parking availability. EDUCATION: via House Session Daily, VERBATIM: “Since Monday, three separate education finance bills have shuffled through three different committees, all with the same language, all with the same bugaboo: the elimination of summer unemployment insurance for hourly and temporary school employees. Rep. Cheryl Youakim (DFL-Hopkins), co-chair of the House Education Finance Committee, sponsors all three bills: HF1388, HF1049 and HF2433. The House Education Finance Committee laid over HF1388, as amended, Monday. … The House Taxes Committee heard HF1049, as amended, Tuesday morning. … The final game-winning bill, HF2433, as amended, was approved by the House Ways and Means Committee Tuesday afternoon and sent to the House Floor. DWI: via an MPR newsletter, VERBATIM: “Harsher penalties could be coming for those with multiple DWIs. Bills will get votes on the House and Senate floors that would increase the amount of time a person with multiple DWIs has to have an ignition interlock system in their vehicle…and will expand the look back window for prior DWIs from 10 to 20 years. The bill was written by legislators from St. Louis Park, where last year a drunk driver drove into the patio at the Park Tavern, killing two people and injuring several more. Both bills seem to have bipartisan support.” READ: https://fluence-media.co/3GJAiO9
HOUSING: via House Session Daily, VERBATIM: “Tweaks to a high-rise sprinkler grant program, requirements to post information about laws around rental units, and adjustments to Minnesota Housing Finance Agency programs are included in an omnibus housing policy bill that received overwhelming support Tuesday. Matt Klein, DFL-Mendota Heights, is the liquor bill's sponsor. He says the new program would be a boost for local businesses and help drive economic growth. … [It] was passed by the Senate 53 to 12. MINNESOTA INSURANCE COVERAGE TAX WILL COST FAMILIES, SMALL BUSINESSES AND SENIORS MORE: Governor Walz and the Department of Commerce want to create a new tax that will, at a minimum, double the tax rate paid on supplemental non-medical insurance coverage including dental, vision, private paid family medical leave, long-term care, and wage replacement insurance products to fund reinsurance. This tax hike will make these critically important products more expensive for consumers, force more seniors onto Medicaid and public programs, make Minnesota-based insurers less competitive nationally, and make it more difficult for employers to provide competitive benefits. These products provide Minnesota families with peace of mind and everyday security, and we should not ask them to pay more to subsidize other insurance products. STORM DAMAGE: via KARE 11, VERBATIM: “Severe weather season roared into Minnesota this week, and brought renewed attention to a rise in costly storms across our state in the past three years. Home and auto insurance rates have climbed steadily in Minnesota following a series of billion-dollar storms recently, but according to the Minnesota State Climatology Office, the weather itself doesn't explain the rise in financial damage. ‘The overall trend is we're not seeing more hail storms and tornadoes and such in Minnesota,’ said Pete Boulay, assistant state climatologist. … Boulay says that the timing of storms, along with their location, has played a much bigger role in how costly they've been. In a motion filed Monday night, the food companies asked for the recusal of U.S. District Judge John Tunheim ‘in light of recently disclosed facts,’ alleging one of the court’s clerks worked for three separate entities suing protein producers in other cases, that the clerk has a pending job offer from one of the law firms that filed a similar suit and the clerk announced on social media that one of their former employers was suing one of the defendants, which ‘explicitly identified’ the case.” READ: https://fluence-media.co/44Qmw6v
SUPPORT SF 2929 AND HF 2677: Third-party lawsuit funding (TPLF) — or “lawsuit lending” — is a growing and extremely concerning trend in courts across the state and throughout the country that encourages frivolous lawsuits and threatens to drive up the costs of products, services, and insurance for Minnesota consumers. Fortunately, lawmakers are considering legislation — the Consumers in Crisis Protection Act (SF 2929 & HF 2677) — to increase transparency around this highly secretive practice and reasonably regulate third-party lawsuit funders to protect consumers and help keep premiums low.
