CHAMPION: via the Star Tribune, VERBATIM: “Facing scrutiny at the State Capitol on Monday for a possible conflict of interest, Champion announced he would temporarily step down from his role as chair of the Senate ethics subcommittee and ask the panel to give an advisory opinion determining whether there was a conflict… Senate Minority Leader Mark Johnson, R-East Grand Forks, suggested Champion should also be temporarily relieved from his roles as president of the chamber and chair of the Jobs and Economic Development Committee. JOHNSON: “I would ... think that there needs to be something further that needs to happen as we work through that ethics subcommittee, the advisory opinion,” he said…CHAMPION: “I was not paid for this work. The Supreme Court encourages lawyers to provide pro bono services as a part of our practice,” he said. “Our conflict of interest rules cover situations that directly and financially benefit individual legislators. Because my work in this matter occurred in the past, and was unpaid, there was no potential conflict to disclose.”… But McAfee refused to say whether he paid Champion for his services when asked by the Minnesota Reformer: “I won’t answer that,” McAfee told the news outlet. “Is there something on the books that would prevent me from hiring him as an attorney?”… Champion evaded reporters who tried to question him at the Capitol on Monday. His measure to allocate another $1 million to 21 Days of Peace wasn’t included in a newly released Senate budget bill…”
MORE: via MPR News, VERBATIM: “The Senate Rules Committee voted Monday morning to remove Champion from the ethics subcommittee and install Sen. Sandy Pappas, DFL-St. Paul, as the ethics subcommittee chair. … On the Senate floor Monday morning, Republicans asked whether Champion would potentially be asked to step down from his role as jobs committee chair, or as president of the Senate. But Senate Majority Leader Erin Murphy, DFL-St. Paul, said those steps were not being considered at this time and the ethics committee assessment should move forward.” READ: https://fluence-media.co/3E02E65
MORE: via Star Tribune, VERBATIM: “More connections [have] emerged between Champion, his staff and organizations the senator pushed funding for. Champion’s executive assistant, Shemeka Bogan, previously worked for 21 Days of Peace. … Both Champion and Bogan also once worked for the Stairstep Foundation, a nonprofit [that] Champion has been an advocate for.” READ: https://fluence-media.co/3FXzBjX
MITCHELL: via Pioneer Press, VERBATIM: “The Minnesota Court of Appeals is asking a lower court to consider once again whether to release police [bodycam] video from the arrest of state Sen. Nicole Mitchell. … Conservative news website Alpha News filed a court action last year seeking the release of body and dash camera footage captured by police. … A Becker County district judge [previously] ruled that Mitchell’s rights as a person accused of a crime outweighed public interest in her case…but in a Monday ruling, a panel of three appeals court judges said the lower court needed to consider the broader public benefit that could come from releasing a video tied to a case involving an elected official.” READ: https://fluence-media.co/42uW4Nc
RESPONSE: via a Senate Minority Leader Mark Johnson statement, JOHNSON: “The release of the body camera footage is essential to provide clarity about the events. … The public deserves transparency and accountability, and I hope the court will stand with them in that pursuit.” READ: https://fluence-media.co/3EbfNct

EMMER: Rep. Tom Emmer was interviewed on Fox News yesterday to discuss Republican priorities in Congress, saying that extending Pres. Donald Trump’s 2017 tax cuts is the next “top priority” for the party. Emmer also announced that he is holding an “Invest in America” roundtable discussion today with Treasury Secretary Scott Bessent, National Association of Manufacturers CEO Jay Timmons and other business leaders to “discuss the importance of solidifying the cuts now.” READ/WATCH: https://fluence-media.co/421ozTx
WALZ: Via The Intelligencer, Gov. Tim Walz’s trip to Ohio for his national town hall tour is scheduled to last three days this week, ending today. VERBATIM: “The meeting room of the United Steel Workers of America Local 1238 Union Hall [in Martins Ferry, OH] was packed Monday afternoon to hear from former Democratic vice-presidential candidate and current Minnesota Gov. Tim Walz. He was joined by former Ohio Gov. Ted Strickland and representatives from several unions.” READ: https://fluence-media.co/3FYpWtE

MORE: Via Cleveland.com, Gov. Tim Walz will hold another Ohio town hall tonight in Lorain, OH for a sold-out crowd. Walz was previously in Columbus, OH over the weekend as a keynote speaker in a conference hosted by the Network for Public Education. READ: https://fluence-media.co/4lmhtR2
TAKE: The more time Gov. Walz spends outside Minnesota, the more unlikely it is that he runs for re-election in 2026. The question is: Does he have a strategy? Based on the social media production, and the chosen states – Walz is now on a campaign swing, not just a town hall tour. His CNN appearance on Sunday and committing three-days in Ohio while the legislature is in session create the appearance that he’s more serious about being a national voice for Democrats than he is about being the CEO of Minnesota. If that’s his strategy than DFLers with higher ambitions are already thinking about running for Governor in 2026. It would be a crowded field.

SD6: via an MPR newsletter, VERBATIM: “New DFL Party Chair Richard Carlbom isn’t setting expectations of a win in Senate District 6’s [special election], but he said there is unmistakable momentum on his side. The DFL won’t have a primary in the district, so the Democratic candidate, Denise Slipy, will have a clear runway to the April 29 special election. Republicans have an eight-way contest to determine their nominee. … [However], it’s a district that Republicans last won by 27 points in 2022.” CARLBOM: “It’s a tough district, but we’re going to do everything we can. Folks are going to sign up to phone bank and door knock up there.” READ: https://fluence-media.co/42wi8Ih

Cedrick Frazier, DFL-New Hope, [said] his bill to eliminate the minimum mandatory fine of $500 for a school bus stop arm violation ‘is designed to preserve accountability for those who violate school bus safety laws while ensuring fairness in how penalties are applied.’ Judges would still have discretion to levy fines, he said.” READ: https://fluence-media.co/3EcJDNG
