MNLEG: via Pioneer Press, VERBATIM: “When lawmakers return to the state Capitol in January, they’ll have to figure out how to pass a two-year budget with a divided government and a limited budget surplus. It’ll be an odd-numbered year at the Legislature, and that means lawmakers are required to get spending and taxes in order for the next two years by the end of June. … With potential budget shortfalls on the horizon and the House headed toward an even split between Republicans and DFLers after the election, you can expect the 2025 session to be significantly less ambitious than 2023. … [But] divided government doesn’t have a great track record of getting budgets passed on time. Every time there has been a divided government in the last decade, legislators had to return to the Capitol for a special session.” READ: https://fluence-media.co/4fHkgkL
MORE: via Axios Twin Cities, VERBATIM: “Crafting a two-year budget will be the top item on the Legislature's to-do list next year. Leaders will have a better sense of what that might look like when state economists release an updated fiscal forecast early next month. Both sides expressed openness to working toward a deal on a bipartisan capital investment package next year.” READ: https://fluence-media.co/4iib1cz
RURALMN via Star Tribune, VERBATIM: “For as long as almost anyone here could remember, this working-class county just southwest of Duluth was a Democratic stronghold. Voters in Carlton County…hadn’t supported a Republican presidential candidate since before the Great Depression. That nearly century-long streak…came to an end earlier this month as the county shifted right along with much of the nation. … As Democrats dissect what went wrong in this year’s election, they may look to places like Carlton County for answers to why they’ve lost support with rural and working-class voters — and how they can win it back. The shift among people in this northeastern Minnesota county had been brewing long before Election Day, fueled by economic anxiety, the urban-rural cultural divide and a feeling that Democrats have forgotten about them…At his law office in nearby Esko, Radosevich explained that his party’s brand is badly damaged in Carlton County. He said he heard from voters on the campaign trail who were angry that Minnesota Democrats spent most of a historic $17 billion budget surplus and passed a law allowing undocumented immigrants to obtain driver’s licenses. RADOSEVICH: “It was irresponsible leadership to spend all that money,” Radosevich said.” READ: https://fluence-media.co/3AMmeRH
TAKE: The narrative of the Star Tribune story is the potential precursor for the 2026 battle for control of the Minnesota Senate. DFLer’s 1-seat majority is in serious jeopardy. Next week, the expected budget forecast will show a short-term surplus (under $10 billion) and likely a longer-term budget deficit in the 2027 budget session. That means the 2026 Governor’s race and legislative races may face serious financial headwinds and frustrated voters. The next budget will be the biggest driver of the 2027 budget, and after the spending spree of 2023 - Will Senate DFLers hold the line on spending or even consider eliminating many of the one-time expenditures of 2023?
Additional factors are the financial distress of our core cities caused by collapsed office-industrial valuations and rising residential property taxes. The unknown factor is the federal budget – if it shrinks, Minnesota’s budget future could be a deep deficit. Will one DFL Senator or Representative push back against and call for cuts?
DNC: via MinnPost, VERBATIM: “DFL Chairman Ken Martin has lots of competition in his bid to head the Democratic National Committee. … When Martin announced [last] week that he was interested in the job (he already serves as a senior DNC official), only former Maryland Gov. Martin O’Malley was in the race. But now James Zogby, head of the Arab American Institute and longtime DNC member, has joined the race. … Others mulling a run [include] political strategist Chuck Rocha, Wisconsin Democratic Party Chair Ben Wikler and Rahm Emanuel, the current U.S. ambassador to Japan, former mayor of Chicago and former White House chief of staff.” READ: https://fluence-media.co/4fBGDYG
MORE: DFL Chair Ken Martin joined Jake Tapper on CNN over the weekend to discuss his bid for DNC chair and how he thinks Democrats can win in 2026 and beyond. MARTIN: “Something we have to figure out as we move forward is how we actually reconnect our very popular policy ideas — which are passing in ballot initiatives throughout this country — back to our party and our candidates, because that’s not happening, and we have to do a better job.” WATCH: https://fluence-media.co/3V7ZClt
MORE: DFL Chair Ken Martin also joined WCCO-TV for a Sunday interview discussing his DNC chair bid and the party’s future. MARTIN: “I think the model here in Minnesota — what we’ve been able to do these last 14 years — should be replicated on the national stage. In every crisis, there’s an opportunity, and the opportunity right now is for the DNC to get out of [Washington] DC and start building the infrastructure all over this country, up and down the ballot, making sure that we’re competing in every ZIP code.” WATCH: https://fluence-media.co/49d10cj
NOMINATIONS: via a Rep. Michelle Fischbach press release, VERBATIM: “Congresswoman Michelle Fischbach joined Majority Whip Tom Emmer, Congressman Pete Stauber, and Congressman Brad Finstad in announcing that they have formed a Nominations Committee to help recommend candidates to President Donald Trump for U.S. Attorney, U.S. Marshal, and other vacancies that may arise in Minnesota. … The Committee will be Chaired by the Honorable G. Barry Anderson, former Minnesota Supreme Court Justice. Additional Committee members include: David Asp, Partner at Lockridge Grindal Nauen PLLP; John Hinderaker, President of the Center of the American Experiment; Allie Howell, Trial and Appellate Counsel at the Upper Midwest Law Center; Tad Jude, former Judge in Minnesota’s Tenth Judicial District; and Ilan Wurman, Julius E. TRANSITION: via ABC News, VERBATIM: “Democratic Minnesota Sen. Amy Klobuchar emphasized Sunday the importance of FBI background checks for Trump's Cabinet nominees, which she said was necessary for their confirmation. KLOBUCHAR: "I want to make a decision on each one of them on the merits, as I've done in the past, and I can't do that without the background checks," Klobuchar told ABC "This Week" co-anchor Jonathan Karl. "Why wouldn't we get these background checks for the most important job in the United States government?"…Klobuchar expressed concern that the Trump transition team has yet to sign the necessary agreements to allow such screenings to occur, and she believes this will create "a delay in getting these Cabinet officials in." RECOUNTS: via WCCO Radio, VERBATIM: “DFL Representative Brad Tabke is declaring victory in House District 54A following a recount in Scott County on Thursday. Tabke's lead over Republican Aaron Paul increased by just one more vote according to results of the recount, which show Tabke winning by 15 votes. … Official results won't come until [later today] since some ballots are still being challenged. Election officials are also investigating the loss of 21 physical absentee ballots. … A recount in Sherburne County also gets underway [today] in the House District 14B race, where DFL incumbent Dan Wolgamott leads Republican Sue Ek by just 28 votes.” READ/LISTEN: https://fluence-media.co/3Z3eW3R

If DFLers win both contests as expected, the state legislature will be tied 67-67 for the 2025 session.
SPECIAL SESSION: As seen in Friday’s morning take, the ACLU-MN asked Gov. Tim Walz and the DFL to hold a special session before the end of the year so they can pass progressive bills before the state House becomes tied in 2025. Via MinnPost, Walz and other DFL leaders have responded. VERBATIM: “So far, DFL leaders haven’t embraced the calls, but they haven’t outright rejected them either. … Walz communications director Claire Lancaster said: ‘The governor has no plans to call a special session.’ House Speaker Melissa Hortman of Brooklyn Park [also] demurred.” HORTMAN: “Lots of people are saying lots of things about special sessions, and I haven’t had a chance to see all of them or talk to those folks.” READ: https://fluence-media.co/3OnXCBL
CHARTERSCHOOLS: via the Star Tribune, VERBATIM: “A group of 10 nonprofits that oversee almost all of the publicly funded charter schools in Minnesota refuses to turn over documents showing how they handle contract violations by the schools they supervise, arguing that they are private organizations not subject to the state law requiring disclosure of all public records…The Minnesota Star Tribune filed requests for the records in early November as part of the newspaper’s ongoing investigation of Minnesota’s troubled charter school sector. SOMALI VOTE: via MPR News, VERBATIM: “State elections data shows that support for Vice President Kamala Harris in parts of [Minneapolis] with concentrations of East African immigrants and Somali voters…was weaker than in the city as a whole. In Cedar-Riverside, a neighborhood near the University of Minnesota with a large Somali population, barely half of eligible voters cast a ballot at all — down from a 67 percent turnout in 2020. Among those who did vote, the majority voted for Harris. Yet, support for the Democratic presidential candidate dropped 14 percentage points compared to the 2020 election.” READ: https://fluence-media.co/3ZmQxrE

PROPERTY TAX: via Star Tribune, VERBATIM: “Homeowners are feeling [some] heartburn across the Twin Cities metro in November, as they receive statements with a glimpse into proposed property taxes for next year. Every county and most cities are raising their tax levies. Hennepin County has proposed a 5.5% jump in its levy, while Ramsey County could go up more than 4.7%. Dakota County is looking at a 9.9% increase, followed by Carver at 8.9%, Scott at 6.8% and Washington at 5.9%. Minneapolis and St. Paul leaders have discussed 8.1% and 7.9% levy bumps, respectively.
