CIVIL COMMITMENT: Via KARE-TV, VERBATIM: “‘The TV kept saying take your opportunity,’ Joseph Sandoval told police as he was being loaded into a squad car. ‘TV said they were going to kill me.’ Saint Paul Police had rushed to a Lawson Avenue sober home for a reported murder on Oct. 20, 2022. They soon spotted Sandoval in the alley covered in blood. Inside the home officers found two victims – killed with a knife and hammer . . . At the time of the murders, Sandoval was under a court-ordered Civil Commitment. He had a known history of severe mental illness, drug-induced psychosis, and violence. How and why Joseph Sandoval was set free to commit a double murder is a story of staff shortages, allegedly falsified records, treatment failures and gaps in Minnesota’s criminal justice and mental health systems.” WATCH: https://fluence-media.co/40TSayd
MURDER-SUICIDE: From Tom Olsen via Duluth News Tribune, VERBATIM: “The man suspected of killing four people and himself last week had previously threatened his wife with a knife and said he wanted his family killed if Donald Trump became president. Search warrants filed this week in the West Duluth murder-suicide investigation also reveal that Anthony ‘Tony’ Nephew applied for and received a gun permit in September, two months after being hospitalized following the domestic assault call.” READ: https://fluence-media.co/4fQOjG3
PROPERTY TAXES: From Nick Halter via Axios, VERBATIM: “Minnesota homeowners are learning how much hefty proposed property tax increases and the decline of office building values will cost them next year. Why it matters: Many homeowners have been shielded from large hikes over the past decade thanks to booming development and bustling office buildings, but that could change in 2025. The latest: As required by state law, truth-in-taxation notices began arriving in mailboxes this week and will continue until Nov. 25. State of play: Cities, school boards, and counties have proposed large increases in their levies. Rising labor costs are a significant driver.” READ: https://fluence-media.co/4i0YqKC
MNLEG: Rep. Lisa Demuth, Minority Leader in the Minnesota House who, depending on the final counts from last week’s, may be the next Speaker or may end up sharing leadership, talked about the upcoming legislative session on WCCO-Radio with former Governor Tim Pawlenty filling in for Adam and Jordana. DEMUTH: “We’re looking at a pending deficit. That brings grave concern to any legislator. We have to make wise decisions as we’re looking at the budget both for the next two years as well as ongoing. We have to make sure that Minnesota taxpayers have a chance to keep more of their earned money rather than just consistently paying it to the state.” LISTEN: https://fluence-media.co/WCCOLive

ROCHESTER: From Sean Baker via Star Tribune, VERBATIM: “A Rochester City Council member who lost her bid for reelection this month is contesting the result of the race over allegations that her opponent was not truthful about his residency. Ward 4 Council Member Kelly Rae Kirkpatrick and three other ward residents — Rachel LaForge, Andrew Knauff and Kendra Ryan — filed a civil complaint in Olmsted County District Court on Wednesday asking the court to conduct an investigation into whether her challenger, Andy Friederichs, violated election laws by claiming he resided in the ward.” READ: https://fluence-media.co/4hSfthC
NEW LAWMAKERS: From Michelle Griffith via Minnesota Reformer, VERBATIM: “Voters on Nov. 5 elected 22 new members of the Minnesota House, including 14 freshmen Republicans and eight new Democratic-Farmer-Labor members. The Minnesota House is split evenly between Democrats and Republicans 67-67, meaning that each new member can wield considerable influence not typically seen among freshman legislators. New members typically follow the lead of their caucus, as they are still learning how the Capitol operates. Given the 67-67 tie, however, new members can withhold their vote and gum up the entire caucus agenda.” READ: https://fluence-media.co/40PhhC7
GRANTS: Via news release from the Governor’s office, VERBATIM: “Governor Tim Walz today announced over $6 million in new state grants to keep Minnesotans in their homes as they age. The Live Well at Home grants will support more than 30 organizations, funding services such as retrofitting residences to make them age-friendly and providing support for caregivers.”
JOBS: From Dee DePass via Star Tribune, VERBATIM: “Seasonal retail and health care hires did not offset the loss of jobs in the professional services and construction sectors in October, resulting in a net loss of 1,000 jobs in Minnesota. And while a state report released Thursday found the manufacturing sector added 1,100 jobs in October, a new survey by Enterprise Minnesota found that factories are slowing hiring for the rest of the year.” READ: https://fluence-media.co/3CE4AzP
“IT’S OUR PEOPLE’S LIVES THEY SAVE” - The Cass Lake Fire Department, located on the Leech Lake Band of Ojibwe Reservation in northern Minnesota, serves an area of 400 square miles, three counties, the city of Cass Lake and the Reservation. A foundational Enbridge donation has helped the department begin plans for building a new fire hall to replace its current home base, which the fire department has outgrown. “Our top needs are health and safety—having a decontamination hot zone, and another is training capacity,” says Robert, the chief of Cass Lake FD. Adds Diane, an Enbridge Tribal liaison and a Leech Lake Band member: “We want to see what the needs are out in the communities, and the fire department here is so important to everyone’s safety and well-being . . . it’s our people’s lives they save.” WATCH: https://fluence-media.co/3RfodC9 (SPONSORED: Enbridge)
ST PAUL: From Taylor Rivera and Laura Oakes via WCCO-Radio, VERBATIM: “St. Paul Police and community leadership groups are speaking out against a spike in violence there over the last few weeks. In a little under two months, nine homicides have occurred in St. Paul. It’s a number Chief Axel Henry says is far too many and is largely driven by guns getting into the wrong hands, he says if you see something say something.” LISTEN: https://fluence-media.co/4fQHKng
NEXT WEEK: From Delane Cleveland via CCX Media, VERBATIM: “At Brooklyn Center’s Hennepin County Service Center, criminals can receive sentences that follow them around for life. But on Nov. 19 in this same building, the Hennepin County Attorney’s Office is offering hope in the form of the third Hennepin County Expungement Clinic and Community Fair. ‘When people commit crimes, it is important that they are held accountable, but it is equally important that after that accountability, they have an opportunity to move beyond their past,’ said Hennepin County Attorney Mary Moriarty.” READ: https://fluence-media.co/3AKj7tu
INFLATION: From Hannah Yang via MPR, VERBATIM: “The St. Peter Area Food Shelf has seen a surge in demand in recent months. And it’s not the only one. According to an analysis of Minnesota Department of Human Services data by the nonprofit Hunger Solutions, there were 7.5 million visits to Minnesota food shelves in 2023, a 2 million visit increase over the year before. Sophia Lenarz-Coy is executive director of The Food Group, a nonprofit which aims to provide fresh food across Minnesota and Wisconsin. She anticipates the number of client visits will start plateauing.” LISTEN: https://fluence-media.co/4hOyIc0
THINK TANK: Via Twin Cities Business, VERBATIM: “Any founder knows: Building a business is a matter of navigating increasingly complex inflection points. When’s the time to staff up? What’s the best way to get investor attention? When is it time to exit? Rarely is there time to pause and seek counsel. But, at the inaugural StartMN Think Tank event at Glass House on Wednesday, TCB afforded four reader-selected startups a chance to do just that. In front of a live audience, a panel of four experts took on a range of questions from the startups’ founders.” READ: https://fluence-media.co/40O3jQV
